The Convention was opened for signature during the 121st Session of the of Committee of Ministers in Istanbul, Turkey, attended by foreign ministers from 47 member states. The Convention is also open to accession by non-European countries and by the European Union. Johanna Nelles, from the Council of Europe, explains what the Convention is and how it will work.
